Abstract:Qiu’s life can be divided into three stages, each stage is very brilliant. Before Sino-Japanese War of 1894-1895, Qiu was worrying about the fate of his country, looking down upon official title and wealth; he is active to find a way of making the country rich and strong. During the war, he donates his property to found a just troops and he is the first one to advocate democracy. He became the leader of the just troops and the vice president of Taiwan democratic countries, and fought against Japan. After returning to his hometown, he devoted himself to education and cultivating talents. He showed sympathy for reformers and then became bourgeois democratic revolutionary. His actions were advancing with the times.
