During the 14th Five-Year Plan period and even until 2035, high quality has become an important indicator of China’s educational modernization and the basic support for social modernization. High-quality special education is an important component of high-quality education, which includes both the achievement of static goals as a result of modernization, and the dynamic evolution as a process of modernization. Its basic characteristics include the public welfare and inclusiveness of positioning, the high-quality balance of development results, the dynamic adaptability of educational placement, and the comprehensive development of student training. To promote the development of high-quality special education, it is necessary to further improve the popularization of special education, promote the continuous development of integrated education, strengthen the construction of special teaching staff, and improve the special education guarantee mechanism.
