Abstract:Constructing an appropriate policy system of provincial education informatization is an important guarantee for the success of national education informatization construction. Based on the perspective of policy tools, this paper takes the educational informatization policies published by provincial governments since 2015 as the research object, and analyzes the policy text from three dimensions: policy tools, policy themes and policy elements. The study found that the “policy forest” of provincial education informatization has been basically formed, the form of policy texts is mainly in the form of explanatory texts, but the issuing subject documents is relatively single. There is a structural disorder in the use of policy tools, it’s reflected in a high reliance on authoritative tools, a general reliance on incentive tools, symbols and exhortation tools, and a weak reliance on capacity building and system change tools. The contents of regional education informatization policies are similar, but there are obvious differences in the policy themes of “construction” and “use” of education informatization, and there is a “differential ordering pattern” in the policy supply of policy elements. Finally, some suggestions for policy optimization are put forward from three aspects: enriching policy forms, optimizing the structure of policy tools and improving policy content.
