Abstract:Education, technology, and talent are key drivers of economic and social development, serving as fundamental pillars for building a modernized education system, achieving high-level self-reliance and strength in science and technology, establishing a global talent hub, and propelling a major nation toward greater power. The integrated advancement of education, technology, and talent constitutes a complex systemic endeavor, involving interactions and collaborations across multiple domains and stakeholders, including universities, research institutions, enterprises, and governments. To a large extent, their interactive and cooperative relationships bear logical similarities to symbiosis theory. Among these, universities, research institutions, enterprises, and governments represent four typical symbiotic units, whose virtuous cycle is influenced by symbiotic modes and the symbiotic environment. Symbiotic units, symbiotic modes, and symbiotic environment respectively form the foundation, the key mechanism, and the necessary conditions for the virtuous cycle of education, technology, and talent. Drawing on symbiosis theory, an in-depth analysis reveals that although education, technology, and talent are closely interconnected, they belong to distinct domains within economic and social development and possess different characteristics. As a result, the symbiotic system formed by the three faces practical challenges, including conflicts arising from diverse values, a lack of mutually beneficial mechanisms, and insufficient external support. To achieve a virtuous cycle of education, technology, and talent, it is essential to emphasize the alignment of structure and function among symbiotic units and foster mutually beneficial cooperative relationships. Guided by innovation, ensured by reciprocity, and driven by synergy, the deep integration of the three should be vigorously promoted.-
