Against the backdrop of deepening globalization and multiple challenges facing the global governance system, hegemonism and unilateralism are resurgent, and the Western-dominated “liberal international order” is suffering severe shocks. Developing countries and emerging economies are increasingly urgent in their aspirations to break western discourse hegemony and build a fair and reasonable international narrative system. However, the United States and other western countries, in order to safeguard their own hegemonic order, reject and resist the fair and reasonable international order advocated by China. This western hegemonic logic constitutes the practical challenge facing the international communication of “a Community with a Shared Future for Mankind”. As the core contribution of China’s global governance solution in the new era, “a Community with a Shared Future for Mankind” is committed to conveying the value pursuit of global cooperation and common development. Yet its international communication needs to confront the deliberate distortion of western discourse and the real challenges of cross-cultural communication. The international expression and global recognition of its core values still need to be deepened on the basis of breaking western discourse hegemony. This paper insists on taking the “Statecraft Tianxia Outlook” as the fundamental methodology, critically examines and fundamentally abandons the hegemonic core of western strategic narrative theory, creatively transforms the traditional “Tianxia Outlook”, and constructs a Chinese autonomous analytical paradigm. On this basis, it systematically analyzes the challenges of western discourse hegemony facing the international communication of “a Community with a Shared Future for Mankind”, proposes optimization paths from four dimensions: discourse content, practical action, cultural expression, and communication system, breaks western discourse monopoly, establishes China’s autonomous discourse system, and helps build a new international communication order featuring equal dialogue and inclusive mutual learning.
